Why crawl spaces fail in the Triangle
Warm air carries far more water vapor than cool air. When humid outdoor air enters a crawl space through the vents and meets surfaces sitting below its dew point — ductwork, supply lines, the underside of the subfloor — the vapor condenses onto them as liquid water. The vents intended to dry the space are what deliver the moisture.
Raleigh has a humid subtropical climate and averages roughly 46 inches of rain a year, with relative humidity sitting in the low-to-mid 70s and climbing through summer. That is why a crawl space here is frequently at its wettest in midsummer rather than after a storm, and why opening more vents usually accelerates the problem rather than relieving it.

The damage is slow and cumulative, which is why it tends to get noticed upstairs as a springy floor or a smell rather than as a crawl space problem at all.
North Carolina is one of the few states that writes this into code
North Carolina is one of the few states that writes closed crawl spaces directly into residential code. Section R409 of the NC Residential Code governs closed crawl spaces; Section R408 covers traditional vented ones. The 2024 edition became mandatory statewide on July 1, 2025.
That is unusually useful for a homeowner. In most states a closed crawl space is whatever the contractor says it is; here there is a published standard to hold a proposal against — liner spec, seam laps, the termite inspection gap, and a required means of drying the air.
The research that put closed crawl spaces into North Carolina code was carried out here. Advanced Energy, a nonprofit at 909 Capability Drive in Raleigh, ran a multi-year study of matched NC homes with support from the U.S. Department of Energy, and the NC Building Code Council adopted closed crawl space language in December 2004 on the strength of it. That study found vented crawl spaces ran persistently high relative humidity through the cooling season, frequently above 80 percent, while sealed crawl spaces with mechanical drying held roughly 55 to 60 percent — below the range where mold and decay fungi become active.
It reframes the decision. In this climate a vented crawl space is not a neutral baseline that encapsulation improves on — through a Carolina summer it is an assembly that actively imports moisture.

Encapsulation, and when it is the right answer
Not every crawl space needs encapsulating. A space that is genuinely dry, with framing measuring in a normal moisture range, no condensation staining and no odor reaching the house, may need nothing more than targeted repairs or a vapor barrier over the ground.
Encapsulation is the right recommendation when moisture is chronic rather than occasional — persistent condensation, fungal growth on framing, insulation that has fallen, or humidity that stays high right through the summer regardless of the weather. Sealing then has to be paired with a means of drying the air, which R409 requires and which is where an incomplete installation usually shows.

Water, drainage and where it actually comes from
If your crawl space holds standing water, that is a waterproofing problem and it comes first. A liner installed over a space that still takes on water does not stop the water — it puts a sheet of plastic over it, and now the water collects where nobody can see it.
The Triangle sits on the Piedmont. The dominant soil is the Cecil series, North Carolina's state soil, which covers more than 1.6 million acres statewide — deep red clay colored by kaolinite and iron oxides, typically 6 to 8 feet deep before it gives way to saprolite, the soft weathered rock beneath. Cecil soils are classed as well drained on ridges and side slopes, but the clay content itself slows permeability, and decades of grading and compaction around subdivisions slow it further. Water that cannot move down moves sideways instead, which is why a crawl space can take on water while the yard above it looks dry. Two houses on the same street can behave very differently depending on how each lot was cut and filled, so a neighbor's diagnosis rarely transfers to your house.
The most common causes are simpler and cheaper than homeowners expect: gutters discharging at the foundation, downspouts ending at the wall, and grading that has settled back toward the house. A competent evaluation checks those before proposing drainage work or a sump system.
Humidity control after the space is sealed
Sealing a crawl space removes most of the incoming moisture, but it also removes the air exchange that used to carry some of it away. That is why NC code does not treat drying as optional — R409.5 requires a closed crawl space to have a means of drying the air. The accepted methods include a dehumidifier of at least 15 pints per day, a conditioned air supply of 1 CFM per 30 square feet of crawl space floor, or an exhaust fan at 1 CFM per 50 square feet. Sealing a crawl space without one of these is an incomplete installation.

Structural damage, and why moisture comes first
Crawl space structural repair is usually moisture damage that ran long enough to reach the framing — softened joists, deteriorating subfloor, failing support posts. Upstairs it shows up as floors that feel springy or slope, and doors that stop latching square.
Replacing a rotted joist in a crawl space that is still wet buys time, not a solution: the new timber sits in the conditions that destroyed the old timber. Any sound proposal establishes the moisture source, stops it, repairs the damage, then controls the remaining humidity so it does not return. A contractor proposing structural repair without addressing the water is selling you the same job twice.

Should the liner run all the way up to the floor joists?
No — and in North Carolina it must not. Code section R409.2.2.1 requires a clear, unobstructed gap of at least 3 inches between the top of the wall liner and the bottom of the wood sill, so a termite inspector can still read the foundation wall. Liner taken right up to the sill plate is a code defect rather than a premium detail, and it is one of the easiest things for a homeowner to check after the work is finished.
